The Home Rule Charter for the City of Grapevine was adopted on November 16, 1965 and established a Council/Manager form of Government.  City Council consists of the Mayor and six council members.  City Council Members are elected at large and serve three-year terms.

• Appoint members to City Boards and Commissions
• Adopt ordinances

• Prepare the annual budget for City Council review
• Manage operations of the City
